I think much of the deciding factor for investing in this is going to come down to the data costs. But even though after quickly glancing as a non client those costs seemed high, I still think that in my situation this would be a good investment and I am looking at some second hand options as well.

I had a perfectly working S10 for 2.5 years and got this. I am furious. Within 21 days it broke completely. The volume and lock screen buttons broke within 3 days so I can only unlock the screen by plugging it into a charger so the screen lights up. I hope your mom doesn't have the same luck I had though!
